DivinaLaw Partner Atty. Jacqueline O. Lopez-Kaw recently took part in the International Visitor Leadership Program (IVLP)—the U.S. Department of State’s premier professional exchange program.
In her joint capacity as Dean of the University of Santo Tomas Graduate School of Law and DivinaLaw partner, Atty. Lopez-Kaw represented the Philippines in a three-week professional exchange across the United States from June 20 to July 11, 2026.
As part of the enrichment activities, the participants were immersed in the National Archives and Records Administration, the U.S. Supreme Court, and the Library of Congress where they had an exploratory discussion with Ms. Jeanne M. Dennis, Senior Counsel of Legal Programs and Initiatives, American Law Division of the Library of Congress.
They also participated in the introductory meeting with the Bureau of East Asian and Pacific Affairs Senior Philippines Desk Officer, Mr. Jonathan Nellis, and engaged in a discussion on Constitutional Amendments with Prof. Richard G. Meagher of “The Virginia Amendments Project,” as well as lectures on Democracy and Federalism.
The participants also toured the Supreme Courts of Nebraska and Virginia, the National Constitution Center, and Independence Hall. Lastly, they participated in the 250th U.S. Independence Celebration.
The international leadership program provided valuable opportunities to foster international networks and explore potential collaborations in legal education, research, and institutional development.
IVLP is by invitation-only and participants are exclusively nominated by U.S. Embassies around the world. Invitees are identified from current and emerging leaders representing various fields such as the government, politics, education, NGOs, media, and the arts. The global network has over 225,000 alumni, including current or former heads of state, Members of Parliament, cabinet officials, and Nobel Laureates.
